GreenCape is currently running a 3-year project titled: “Towards Sustainable Economic Development in Water Constrained Catchments: Tools to Empower Decision Making”. GreenCape is supported by the African Climate and Development Initiative (ACDI) on this project. The project is co-funded by the Water Research Commission (WRC) and Department of Economic Development & Tourism (DED&T) of the Provincial Government of the Western Cape (PGWC).
This project has emerged from the widespread recognition that the combined effects of climate change, population growth and continued urbanisation are exerting pressure on limited water resources. At the same time, economic growth is vital to alleviate poverty. Given that growth is required in the face of natural resource constraints, the green economy has been promoted as an approach to maintain growth whilst not depleting natural resources. In the case of constrained catchments, where all readily available water is allocated, and economic growth will require the development of additional water resources, the allocation of water should be towards those developments/sectors that maximise environmental and socio-economic benefits for the water used. This is the concept of smart allocation, where local and regional planners assess water allocation requests in a holistic manner. This means taking into account the broader benefits that the development or project will bring to their communities, in comparison the cost of supplying them with a constrained water resource.
In order to support the project outcomes, a GIS analyst is needed to assist the project team in fulfilling some of the GIS-related components of the project. This role largely involves completing a GIS study performed by a Masters Geomatics student; validating results from this study; integrating work from other applied research studies; and generating maps for project stakeholders. GreenCape would like to appoint a contractor for a 5-month period in order to fulfill these research requirements.
The GIS Analyst role is a temporary, full-time, role for a 5-month period with an option for renewal. The researcher’s primary role is to complete the “water requirements” component of the Berg River Water Project, as well as to integrate socio-economic factors of water use into the GIS analysis of the region’s water requirements. In brief, a UCT Masters student has estimated the water requirements of the sectors that use water in the Berg River Catchment – largely focusing on irrigated agriculture and urban use. Irrigated agricultural use is broken down by crop type and municipality and has been mapped at a field level. Urban water use has been broken down by use (residential, commercial etc) and is mapped at a local municipality level. Furthermore, future water requirements have been estimated on the basis of climate change scenarios and population growth trends. These estimations require some consolidation and validation but are largely completed.
In order to analyse the “value” that water generates for these sectors, the economic value of water has been estimated at a municipal spatial scale, but needs to be integrated into the GIS water requirements platform. Furthermore, water’s links with jobs is also being estimated and need to be linked to the water that these sectors require. Therefore, some database management and integration is needed to spatially represent the socio-economic value of water.
Once the data has been integrated, spatial analysis will be needed on possible future development risks due to water constraints and the impact that these will have on economic outcomes. These scenarios will be developed with stakeholders and need the generation of custom maps and extraction of data. Furthermore, the data generated will be used by other organisations and need preparation according to their format protocols.
The researcher will report to GreenCape’s Water Analyst and will be supported by the project team, notably GreenCape’s research partner, the African Climate and Development Initiative (ACDI) at UCT.
Requirements for the role
A successful candidate will require:
- Registration with PLATO as a GIS Professional
- Demonstrable GIS skills and over 5 years of experience working as a GIS Specialist in a technical ESRI ArcGIS Desktop, Online and Server environment
- GIS/SQL data analytical experience is essential
- Experience in large data capture and management projects
- Pro-active and self-starter
- Ability to translate user requirements into working solutions
- Detailed oriented and methodical approach to data capture and validation:
- A minimum of an undergraduate degree GIS, Geomatics or Computer Science.
- RDBMS Geo and SQL database design (PostgreSQL, PostGIS, PL/pgSQL) integration and management experience will be a major advantage.
- Software development and/or Python scripting skills will be highly desirable.
- Experience working as a Consultant with government/local authority clients will be preferred.
Contract length and remuneration
The position is available on a 5-month contract with the potential for renewal, depending on the project requirements and opportunities available elsewhere in GreenCape.
